The ICAO Annexes are the global baseline — but every State files differences. Saudi Arabia requires extra cabin-crew documentation; the UK adds CAP 437 for offshore ops; the US sub-divides operations under Part 91, 121, 125, and 135. Generic ICAO checklists miss all of this.
